Leaking rain water

I have an issue with my 2002 K11 base model with no sunroof, it is leaking rain water into the passenger foot well. I have seen about the plastic clips that holds the wiper panel on and I have used silicone to replace the well worm out rubber seals but still leaks. I have used gaffa tape down the side and bottom on the windscreen to see if that stops it and pin point where it’s coming in, again no joy.

It will not leak of you put a hose pipe on the car even if just use the sprinkler setting, it only leaks when parked in the rain. Water seems to come out of the wing drain hole ok as I can see it running out when pour water over the windscreen. I have sat in the car with my head under the glove box in the rain to try and see its path in but to no success, it just drips off the heater housing not far from the blower resister.

Has anyone got any ideas?
